There is no doubt that Arab water security in general has begun a new phase of attention and concern, especially after the Arab region has witnessed many problems and political unrest in the last few years as a result of water scarcity, which has become a threat to many Arab countries, especially Iraq and Egypt mainly due to transboundary issues with their neighboring upstream countries. Tension with the neighboring countries related to the fact that upstream countries are trying to acquire the largest amount of water within their territory using the excuse of comprehensive development without cooperation or even regard to the interests of the other countries laying at the lower part of the basins such as Egypt and Iraq. Water security and water shortages have become a threat to the livelihoods of the people of these countries, such as drinking water, food production and economic needs to create opportunities, making them water-insecure or stressful. The problem has become increasing over time to the point where it has become a threat to public life and instability.
